Instead of having planets you cannot colonise just hanging around until you can terraform them, you could instead invite species that can survive that biome to live there for your empire, making it more diverse. I feel that this would make the galaxy feel a little more dynamic and alive. Then, have an event occasionally happen where you get a message from aliens belonging to a friendly empire you have a treaty with, saying that they wish to colonise a world within your space, and that they would be happy to live under your authority to do so. My idea is this: Have the dependency of migration treaty acceptance changed from 'Empires have colonised planets their pops can migrate to' to 'Empires have planets their pops can migrate to within their borders'.
